Question : CSR Awards

(a) the details of the funds utilised and unutilised along with the major activities/programmes undertaken by various public sector and private sector companies under Corporate Social Responsibility (CSR) during the last three years and the current year in the country, State/UT-wise;
(b) whether the Government is satisfied with the work undertaken by private sector and private sector companies under CSR;
(c) if so, the details thereof and if not the corrective steps taken by the Government in this regard;
(d) whether the Government has conferred the first Corporate Social Responsibility Awards to selected companies, if so, the details thereof and the purpose for which this award has been conferred; and
(e) the criteria fixed by the Government for selection of companies for this award along with the categories for which these awards were given?

The details of the CSR expenditure by Companies in State/UT-wiseduring financial years 2015-16, 2016-17 and 2017-18 is annexed.
CSR is a Board driven process and the Board of the company is empowered to decide the activities to be undertaken as per Schedule VII of the Companies Act, 2013 taking into consideration the recommendation of its CSR committee. The entire CSR architecture is disclosure based and CSR mandated companies are required to file details of CSR initiatives annually in MCA21 registry.Whenever any violation of CSR provisions is reported, action against such non-compliant Companies are initiated as per provisions of Companies Act, 2013 after due examination of records and following due process of law.

(d) & (e): Yes, Sir. The first National CSR Awards were conferred by Hon’ble President of India on 29th October 2019. The Ministry of Corporate Affairs has instituted National CSR Award (NCSRA) to recognize corporate initiatives and excellence in CSR and to encourage companies to spend their eligible CSR amount.
The nominations for the National CSR Awards from the companies were received through nominating agencies, such as, Central and State Governments, Professional Institutes and Trade association and Industry Chamber. The nominations received were scrutinized as per laid down procedures by the members of expert committee drawn from four institutes, viz., Indian Institute of Forest Management, Bhopal (IIFM), Institute of Rural ManagementAnand (IRMA), Tata Institute of Social Sciences,Mumbai (TISS), and Delhi School of Social Work, (DSSW). On the basis of the expert committee report, the Grand Jury constituted for National CSR Awards, selected winners and honorable mentions across three award categories, viz., Corporate Award for excellence in CSR, CSR in Challenging circumstances and contribution to the National priority areas.
