Question : DEVELOPMENT SCHEMES FOR TRIBALS



(a) whether the Government proposes to close or merge some schemes meant for tribals in the country including Uttar Pradesh and if so, the details thereof;

(b) the amount claimed by the State Government of Jammu and Kashmir for the development of Scheduled Tribes (STs) under various schemes along with the amount allotted and utilized under post-matric scholarship to the State for the three regions of Jammu, Kashmir and Ladakh separately during the last three years and the current year, region-wise; and

(c) the corrective measures taken/proposed to be taken by the Government and the mechanism put in place for effective implementation of the various schemes for socio-economic development of tribals in the country?

(a)The Ministry of Tribal Affairs do not propose to close any schemes meani for tribals in the country including Uttar Pradesh. The Ministry of Tribal Affairs is, however, re-engineering the existing educational schemes like pre-matric scholarship, post-matric scholarship, construction of hostels, construction of ashram schools and vocational training in tribal areas into an umbrella scheme on education.

(b) & (c) The funds released to the State of Jammu and Kashmir for the development of Scheduled Tribes (STs) under various schemes/programmes of including the post-matric scholarship during the last three years are at Annexure.

In sync with the need for consultation with stakeholders particularly the State Governments /Union Territory Administrations, Central Government Ministries/Departments, the Ministry had been regularly interacting on the various schemes/programmes of the Ministry. There exists a mechanism of Coordination Committee for monitoring, planning and progress of the schemes/programmes being implemented by various Ministries for overall development of the Scheduled Tribes. Besides, for effective implementation of programmes /schemes, inspections by the officers of the Ministry and review meetings are held from time to time, A mechanism of Project Appraisal Committee has been introduced in 2014. This Committee is headed by Secretary (Tribal Affairs) with representatives of State Governments, Financial Advisor, Planning Commission etc. which appraise and approve the proposals for allocation under various schemes of the Ministry. This has helped in ensuring consultation with the States, convergence of various schemes of the Ministry, transparency in the process of appraisal and fund releases and ensuring optimal utilization of limited financial resources. The State of J&K has not participated in the Project Appraisal Committeee meetings scheduled earlier for the current Financial year 2014-15 for funding under various schemes of the Ministry.
