Question : DIVERSION OF FUNDS FROM NER FUNDS



(a) whether the Committee of Secretaries which met recently has considered the issue of diversion or siphoning of North-Eastern Region Funds and large-scale extortion of the civilian officers posted in NE Region including IAS; and

(b) if so, the remedial action proposed in this regard?

THE MINISTER OF TRIBAL AFFAIRS AND MINISTER OF DEVELOPMENT OF NORTH EASTERN REGION (SHRI P.R. KYNDIAH):

(a) In the context of reports regarding siphoning of development funds by underground outfits in certain areas in the North Eastern Region, the Committee of Secretaries in its meeting held on 22nd February, 2005 considered a proposal for amendment of Rule 5 of the AH Indian Service Cadre Rules to empower the Central Government to transfer an lAS/IPS/iFS officer from one State to another upon being satisfied that the officers` continuation in his original cadre is prejudicial to national interest or to Centre-State relations.

(b) The Committee of Secretaries did not recommend the proposed amendment. To deal with the problem of siphoning of or diversion of NER funds, Government have from time to time advised the North Eastern States to take penal action in such cases and to ensure that the funds are used for the purpose for which they are given. The Government have taken various measures to address the problem of insurgency in the North Eastern States including the activities of extortion by the insurgents. Besides holding peace dialogue with various insurgent groups, enhancing the capabilities of the State Police and development of socio-economic infrastructure; appropriate institutional mechanism have been buiit in at district level, at State Hqrs. and among the States in the NE Region to share actionable intelligence inputs available with the State and Central intelligence agencies and launch coordinated counter insurgency operations against insurgent groups.
