Question : Health Cards for Women

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government is planning to issue health card to all the women across the country;

(b) if so, the details thereof and if not, the reasons therefor;

(c) the number of States initially being covered under this programme;

(d) the funds likely to be sanctioned for this programme along with the target likely to be set under this programme;

(e) whether the steps have been taken in view of the fact that certain diseases are spreading particularly among women, if so, the details thereof; and

(f) whether the Government proposes to provide free medical check up facility for women under this programme, if so, the details thereof?

(a) to (d): Ministry of Health & Family welfare and Ministry of Women and Child Development (MOWCD) has jointly developed Mother and Child Protection card for documenting and monitoring service for antenatal, intra natal and post natal care to Pregnant women. It includes information on free transport facility to Hospital, institutional delivery, preparation in case of Home delivery for Pregnant women, new born care, immunization and, stages of Child development, growth monitoring of child till 3 year of age.

Every Pregnant woman is to be given the Mother and Child Protection Card at the time of registration of pregnancy in all the Public Health facilities in all the states/UTs. Funds for printing of MCP card are provided to all the states/UTs in the annual Programme implementation Plan.

(e) & (f): Government of India (GOI) is providing free services for Pregnant women under JSSK wherein free drugs, diagnostics, blood and diet, free transport from home to institution, between facilities in case of a referral and drop back home is provided to women delivering in Public Health Facility.
GOI is also providing free Population level screening for women for common Non communicable disease including Cervical cancer and Breast cancer. Screening for all including women for Oral cancer, Diabetes, Cardiovascular Diseases and Stroke under National Program for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) and certain diseases like HIV, Reproductive tract infection (RTI)/Sexual transmitted infection (STI) and Tuberculosis is being done under National Health Mission.
