Question : e-Mandi in Maharashtra

(a) whether the Government has taken any initiative for setting up of e-Mandi/Market in Maharashtra;

(b) if so, the details thereof, location-wise;

(c) the number of farmers benefited from e-Mandis set up at various places of Maharashtra;

(d) the amount provided by the Government for the said e-Mandis along with the amount spent in this regard;

(e) the facilities being provided to the farmers in the said e-Mandis; and

(f) the efforts made by the Government to ensure that the above facilities are provided to the farmers?

(a) & (b): Yes Sir. Government is implementing National Agriculture Market (e-NAM) scheme wherein online trading of Agriculture and horticulture commodities is done for transparent price discovery for farmers for their produce through competitive online bidding system. So far, 60 wholesale regulated markets of Maharashtra have been integrated with e-NAM platform. Location-wise details of e-NAM wholesale regulated markets in Maharashtra is at Annexure-I.

(c): 4,18,293 farmers have benefitted under e-NAM in Maharashtra.

(d): So far, Rs. 37.71 crore have been released by the Government of India to Maharashtra State under e-NAM Scheme. Out of which, Rs. 13.07 crore have been spent by Government of Maharashtra.

(e): Many facilities are available to farmers at e-mandis for using e-NAM platform among which the major facilities are as under:

(i) Farmers can access the prevailing commodity prices information on e-NAM mobile app prior to even going to the mandi.

(ii) Facility of pre-registration of lot by farmers for their produce available through mobile app to facilitate quick gate entry of the lot during peak season.

(iii) Facility of quality testing of the produce of the farmers before bidding.

(iv) Farmers may see the live online bid value of their produce through mobile.

(v) The details of final bid rate of commodity of farmer are received through SMS by farmers.

(vi) Online payment gateway is available for transfer of bid value directly to bank accounts of farmers.

(vii) Farmers may sell their produce in more than one market.

(f): The following efforts have been made by the Government to ensure that above facilities are provided to the farmers:

• Regular training is being provided to farmers, traders, commission agents and Agriculture Produce Marketing Committee (APMC) officials.

• Programmes are conducted in Gram Sabhas to create awareness among farmers about the facilities.

• Wide publicity is made through Newspaper, Monthly magazine published by State Agriculture Marketing Boards, Exhibitions, handouts, posters etc.

• Regular review meeting of officials and staff of APMCs.

• Regular motivation and guidance provided through visits to APMCs.
