Question : FINANCIAL ASSISTANCE TO NEW UNIVERSITIES



(a) whether the Union Government has received requests from various State Governments for setting up of new Universities in their States during the Eleventh Five Year Plan;

(b) if so, the details thereof;

(c) the details of new Universities proposed to be set up with their locations, State-wise; and

(d) the financial assistance given so far State-wise in this regard?

(a) to (d): State Legislatures are competent to establish universities.The Central Government only supplements the efforts by way of setting up of new Central Universities or conversion of State Universities to Central Universities. It was decided during the XI Plan to set up a Central University in each of the un-served States. Accordingly, sixteen new Central Universities have been set up in such States including two in Jammu & Kashmir. At present all States, except Goa has at least one Central University. A new scheme to incentivise State Governments by way of providing Central assistance on a sharing basis to set up higher education institutions or to expand their existing institutions is under consideration of the Government.
