Question : FUNDS TO ODISHA UNDER RURAL DEVELOPMENT SCHEMES

(a) whether the Government has plan to release balance amount to the State of Odisha under DRDA administration scheme during this year, if so, the details thereof and if not, the reasons therefor;

(b) whether there is any proposal to release 2nd instalment of Indira Awaas Yojana to Odisha, if so, the details thereof and if not, the reasons therefor;

(c) whether there is any proposal to release balance amount of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) funds of Rs. 606.67 crore for the year 2013-14 for the State of Odisha, if so, the details thereof and if not, the reasons therefor;

(d) whether there is any proposal to release balance amount of MGNREGS funds of Rs. 1148.46 crore during the financial year 2014-15 for the State of Odisha, if so, the details thereof and if not, the reasons therefor; and

(e) the time by which the funds would be released to Odisha under various rural development schemes?

(a) Under DRDA Administration scheme funds are released in two instalments to the DRDAs. During 2014-15 first instalment has been released to all the 30 DRDAs of Odisha amounting to Rs.949.70 lakh. As on date funds amounting to Rs. 453.18 lakh have been released to 16 DRDAs. On receipt of proposals for 2nd instalments alongwith relevant documents from the remaining DRDAs, the funds will be released to them also.

(b) No proposal for release of 2nd instalment under IAY for the year 2014-15 has been received from Government of Odisha.

(c) to (e): MGNREGA is a demand based scheme. For every financial year release of fund is based on the actual utilization of funds vis-a vis agreed to Labour Budget. For 2013-14 the Labour Budget for the State of Odisha was 600.00 lakh persondays against which Rs.757.52crore has been released to the State. During the financial year 2014-15, Rs.1035.30 crore has been released as on date for the first three quarters. Release for the last quarter will be made on receipt of the proposal from the State Government along with the requisite documents.
