Question : Implementation of Urban Development Schemes

(a) whether the Government is implementing Urban Development Schemes (UDSs) for the development of cities and towns in the country including North Eastern Region, Uttar Pradesh and Karnataka;

(b) if so, the details thereof along with the funds allocated and utilized under the said schemes during each of the last three years and the current year, State/ UT-wise;

(c) whether the Government is implementing the Integrated Capacity Building Programme to strengthen States and other stakeholders towards implementation of its mission and if so, the details thereof;

(d) whether there is any mechanism to monitor the utilization of funds allocated to the States and if so, the details thereof;

(e) the steps taken by the Government to make urban local bodies more efficient and also to empower them to make demand for funds and utilize the; and

(f) the details of difference between UDS and Smart Cities Mission?

(a) to (f): A Statement is laid on the Table of the House.




Statement as referred to in part (a) to (f) in reply to Lok Sabha Starred Question No 256 due for answer on 05 August,2021 regarding ‘Implementation of Urban Development Schemes’.

(a)&(b) Yes,Sir. Urban Development is a State subject. However, Ministry of Housing and Urban Affairs (MoHUA) facilitates and assists States/Union Territories (UTs) through its flagship Missions/Schemes–Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart Cities Mission (SCM), Pradhan MantriAwasYojana-Urban (PMAY-U) and Swachh Bharat Mission-Urban (SBM-U), 10% Lump sum Scheme, North Eastern Region Urban Development Programme(NERUDP) and Urban Transport projects. The Schemes are implemented by the States/UTs in accordance with the Mission/Scheme guidelines. AMRUT focuses on universal coverage of water supply in 500 Mission cities; SCM on sustainable and inclusive development in selected 100 cities to improve the quality of life of all; SBM on sanitation in all Urban Local Bodies(ULBs);PMAY-U supports provision of houses to eligible urban households including slum dwellers; 10% Lump Sum Scheme and North Eastern Region Urban Development Programme (NERUDP) for creating urban infrastructure in North Eastern Region and Urban Transport initiatives cover Metro and transport related projects. These Missions/Schemes are being implemented in all States/UTs in the country including those in North Eastern Region, Uttar Pradesh and Karnataka. Funds allocated and utilized under the aforesaid Missions/Schemesduring the last three years and the current year are in Annexure-I.

(c) In order to strengthen capacities of States, ULBs and other stakeholders, the Integrated Capacity Building Programme (ICBP) covering all Missions of MoHUA viz. AMURT, SBM-U, SCM, National Urban Livelihood Mission (NULM) and PMAY-Uis being implemented. The objective of ICBP is to bring together all training entities to create synergy in their activities and efforts for providing an enabling environment for capacity development of various stakeholders in the urban sector.

(d) Yes, Sir. Monitoring of utilization of funds allocated to the States/UTs under the Missions / Schemes by the respective Missions is a continuous process and is carried out through institutional frameworks that consist of Management Information System (MIS), periodic progressreports, field visits of senior officers, review meetings in States/ UTs and review through video conferences.

(e) To strengthen the municipal functioning, the MoHUA provides grants to the 4 Regional Centres for Urban and Environmental studies (RCUES) situated at Lucknow, New Delhi, Hyderabad and Mumbai to impart training to the employees of ULBs of all States/UTs on various subjects related to Local Self Government including Urban Development, Urban Governance & Management, Property Tax, Municipal Audit and Accounting. Moreover,a set of 11 Reforms for improvement in service delivery, mobilization of resources and making municipal functioning more transparent and functionaries more accountable, have been made part of the AMRUT Scheme.
(f) SCM is one of the urban development schemes being implemented by the MoHUA. The objective of SCM is to promote cities that provide core infrastructure, give a decent quality of life, foster clean and sustainable environment through application of ‘Smart’ solutions, and improve economic ability of the cities. The focus is on sustainable and inclusive development in compact areas as well as city wide facilitation, create a replicable models which will act like `light-houses’ to other parts of the city/other aspiring cities. Illustrative elements in a Smart City, inter alia, may include assured supply of water and electricity, adequate sanitation facilities, smart roads, efficient mobility, affordable housing, slum development, vibrant public spaces, good governance, health and education, etc. Most importantly, prioritization of projects from one or more of the above categories has been done by the Smart Cities after a comprehensive exercise of citizen engagement.
