Question : Centrally Sponsored Health Schemes

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the details of Centrally sponsored health schemes/programmes under implementation along with funds allocated and utilised during the last three years, State/UT-wise;

(b) whether the Government has constituted any Committee and/or associated people''s representatives to oversee and monitor implementation of these health schemes/programmes and if so, the details thereof;

(c) whether the Government has received any proposals from the States/UTs to increase the allocation of funds under the above schemes for expanding its reach to the remote and backward areas; and

(d) if so, the details thereof along with the action taken by the Government thereon?

(a) & (b) National Health Mission is the flagship Centrally Sponsored Health Programme of the Ministry under which state-wise funds are allocated.

NHM comprises two sub-missions viz. National Rural Health Mission and National Urban Health Mission. Under NHM, the technical and financial support is given to States /UTs to strengthen their health care systems so as to provide universal access to equitable, affordable and quality healthcare services.
It comprises five major flexible pools viz. NRHM-RCH Flexible Pool, NUHM Flexible Pool, Flexible Pool for Communicable Disease and Flexible Pool for Non-communicable Diseases and Infrastructure Maintenance.
Status of funds allocated, released and utilised during the last three years, State/UT-wise is at Annexure.

The Government has constituted following Committees under the NHM that involve people’s representatives to oversee and monitor the implementation at different levels:
• District Level Vigilance & Monitoring Committee (DLVMC) / City Level Vigilance & Monitoring Committee (CLVMC) under the Chairmanship of Member of Parliament have been constituted to monitor the progress of implementation of National Health Mission. The Order of nomination of chairpersons and Guidelines of D/CLVMCs are available at the URL-http://nhm.gov.in/monitoring/district-level-vigilance-monitoring-committee.html. As on 31.03.2016, a total of 645 DLVMCs had been constituted.
• Rogi Kalyan Samiti (RKS) /Hospital management Committee (HMC) is set up at all the Public Health Facilities from Primary Health Centre (PHC) level and upwards,and it acts as a group of trustees for the hospital to manage the affairs of the hospital. It consists of members from local Panchayati Raj Institutions (PRIs), NGOs, local elected representatives and
officials from Government sector who are responsible for proper functioning and management of the public health facility. 29,111 RKSs were functional as on 31st March, 2016.
• Village Health, Sanitation and Nutrition Committee (VHSNC) have been constituted to monitor the services provided by the Anganwadi Worker (AWW), the ASHA, and the sub-centre. The VHSNC acts as a subcommittee or Standing Committee of the Gram Panchayat and its composition is elected Gram Panchayat members, ASHAs, ANM, AWWs, school teachers provided they are resident in the village,community based organizations, service users etc. 508,169 VHNSCs were functional as on 31st March, 2016.
Apart from above, there is the Mission Steering Group (MSG) chaired by the Union Minister of Health & Family Welfare at the national level, State Health Mission chaired by the Chief Minister at the state level, and District Health Mission chaired by the Chairperson, ZilaParishad at the district level. These institutions provide broad policy direction to the Mission and exercise the programme and governance oversight at the National, State and District levels.
Besides the National Health Mission, the Ministry also implements few other Centrally Sponsored Health Schemes viz., Rashtriya Swasthya Bima Yojana (RSBY), Human Resources for Health and Medical Education and Tertiary Care Programmes. However, under these schemes / programmes, no State-wise resources are allocated.
(c) & (d): Most of the States/UTs have asked for increase in allocation of funds under the NHM to improve health care facilities. The Government has examined the proposals and accorded the approvals based on the resource envelope of each State/UT and funds available under the programme.
