Question : RESTRUCTURED CENTRAL RURAL SANITATION PROGRAMME

(a) whether the Government have restructured Central Rural Sanitation Programme in the country;

(b) if so, whether the Government have not achieved the target under the scheme;

(c) if so, the reasons therefor;

(d) the steps taken by the Government to achieve the target in future;

(e) the number of schemes sanctioned and implemented under the programme, State- wise as on date;

(f) whether the programme envisages people`s participation in implementation of the scheme;

(g) if so, the details thereof; and

(h) the number of community latrines constructed under the scheme so far, State- wise?

(a) Yes, Sir.

(b to d) Total Sanitation Campaign projects are process projects involving social mobilisation, Information, Education and Communication (IEC) and demand generation and are being implemented over a period of 3 to 4 years. The first phase of implementation of the Total Sanitation Campaign (TSC) by the States and District Implementing Agencies takes more time. Review meetings are being conducted with the State Government Officers and District Implementing Agencies for speedy implementation of the sanctioned TSC projects.

(e) So far, 185 projects have been sanctioned under the Total Sanitation Campaign. State-wise details are given in Annex-I.

(f & g) Yes, Sir. The programme envisages people`s participation in implementation of the scheme. Beneficiary/Panchayat/Parent Teachers` Association contribute their share of unit cost as prescribed in the Guidelines and also maintain the assets created under the TSC.

(h) As per the reports received from the States, so far 542 community latrines are constructed under the Total Sanitation Campaign. State-wise details are given in Annex-II.
