(a) whether the Government have reviewed the implementation of new/on going
projects/joint ventures including Indo-Oman urea project for their execution
during the current year;
(b) if so, the details thereof, project-wise;
(c) the target fixed and achieved, cost escalation due to delays in implementation
alongwith the present status of the projects; and
(d) the details of new projects kept pending for consideration?

(a) to(d): At present only two major urea projects are under implementation as per
details and targetted date of completion given in the Annexure enclosed. Both these
projects are scheduled for commissioning in May 2001 and as such, the question of cost
escalation due to delay in implementation can be known only at a later date.
Implementation of these projects is reviewed regularly by the Department of Fertilizers
and monitored on a regular basis by the Department of Programme Implementation also.
Indo Oman Urea Project has yet to reach the stage of execution. The following 4 major
fertilizer projects posed for investment approval of the Government by PSUs/Cooperative
Societies have been given `in principle` approval by the Government subject to
investment appraisal by the Public Investment Board (PIB):-
i) Expansion of Hazira plant of KRIBHCO in Gujarat.
ii) A new urea plant to be set up by KRIBHCO at the existing site of FCI’s
Gorakhpur Plant in Uttar Pradesh.
iii) Expansion of Thal Plant of RCF in Maharashtra.
iv) A grassroots urea plant to be set up by IFFCO at Nellore in Andhra Pradesh.
Investment appraisal of these projects has been undertaken by the PIB in its
meeting held on 9.7.99. A proposal for taking a final investment decision on these
proposals tasking into account observations of the PIB regarding the implications of
subsidy outgo from the Government as well as the larger issue of food security of the
country and the need for limited additions to indigenous capacity through phased
implementation of these projects is being processed.
