Question : Dual Degrees

(a) the total number of Indian Students from Tamil Nadu pursuing higher education in foreign countries, country-wise,

(b) whether the Government has chalked out any comprehensive policy to accommodate and support more students to pursue their higher education in the country itself and if so, the details thereof;

(c) whether the Indian students can pursue dual degrees conferred by Indian and foreign higher education institutions separately and simultaneously and if so, the details thereof;

(d) whether the dual degree provision will be applicable for online and distance learning programmes too, and if so, the details thereof; and

(e) if not, the reasons therefor?

(a): The University Grants Commission (UGC) has informed that they do not have database of students pursing higher studies in foreign countries.

(b): The UGC has initiated several measures for internationalization of higher education system in India. In order to foster academic collaboration between Indian Higher Educational Institutions (HEIs) and foreign HEIs, “University Grants Commission (Academic Collaboration between Indian and Foreign Higher Educational Institutions to offer Twinning, Joint Degree and Dual Degree Programmes) Regulations, 2022” have been notified on 2nd May, 2022.

(c): Under the provisions of the aforementioned Regulations, “Dual Degree Programme” shall be a programme jointly designed and offered by the Indian and Foreign Higher Educational Institutions in the same disciplines/subject areas and in the same level. (d) & (e): The UGC has informed that under the provisions of the aforementioned UGC Regulations, the Credits to be earned by the Indian students from the foreign institution and credits earned by the foreign students from Indian institutions shall be obtained through conventional mode programmes.
