Question : Employment Exchanges

(a) the State-wise number of employment exchanges across the country, State/UT-wise along with the number of unemployed persons registered with them;
(b) the district-wise number of persons issued appointment letters through employment exchanges during the last three years and the current year across the country;
(c) whether there is steady increase of job seekers over the years and whether the number of persons employed through such exchanges is minimal;
(d) if so, the details thereof for the last two years, State/UT-wise and the reaction of the Government thereto;
(e) whether the rate of privatization of employment exchanges has decreased or increased district-wise during the last three years; and
(f) if so, State-wise details thereof during the last three years?

(a to d): As per the information received from the States/UTs, the number of employment exchanges functioning in the country and the number of job seekers, all of whom may not necessarily be unemployed, registered on live register of employment exchanges and job seekers placed through these employment exchanges in the country to the extent available is given at Annexure-I. District-wise data is not maintained centrally.


Further, employment generation coupled with improving employability is the priority of the Government. Government has taken various steps for generating employment in the country like encouraging private sector of economy, fast-tracking various projects involving substantial investment and increasing public expenditure on schemes such as Prime Minister’s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Deendayal Antodaya Yojana-National Urban Livelihoods Mission (DAY-NULM).

Pradhan Mantri Mudra Yojana (PMMY) has been initiated by Government inter alia for facilitating self-employment. Under PMMY collateral free loans uptoRs. 10 lakh, are extended to micro/small business enterprises and to individuals to enable them to setup or expand their business activities.

Government has implemented the National Career Service (NCS) Project which comprises a digital portal that provides a nation-wide online platform for the job seekers and employers for job-matching in a dynamic, efficient and responsive manner and has a repository of career content to job seekers.

(e) & (f): As per the information received from the States/UTs, there is no private employment exchange functioning in the country.
