(a) The State/UT-wise details of target set and achievements made in respect of Piped Water Supply (PWS) during each of the last three years and the current year are at Annexure-I.
(b) Under National Rural Drinking Water Programme (NRDWP), the Government provides financial and technical assistance to States to supplement their efforts to provide adequate safe drinking water to the rural population. The States have been delegated the powers to select, approve and implement the drinking water supply projects. This Ministry does not monitors/maintains the data regarding number of delayed/ incomplete works under the drinking water and sanitation schemes/ projects in the country. Generally, drinking water projects like Hand Pump/ Bore well are completed within a year and mega multi village piped water schemes take time between 3 to 5 years. States are advised to complete these projects in time during review meetings/ annual action plan meetings/ video conferences by the Ministry.
(c) Yes Madam, as per information provided by State of Andhra Pradesh on the online monitoring portal of the Ministry, a total number of 2763 habitations were targeted for Piped Water Supply (PWS) for coverage of Water Supply during 2014-15.
(d) & (e) No Madam, as per information provided by State of Andhra Pradesh on the online monitoring portal of the Ministry, out of the target of 2763, 2390 habitations were covered for piped water supply. But some districts have not achieved their targets fixed. The details of the covered habitations and left over habitations district wise are at Annexure-II. Rural Water Supply is a State Subject. However, under the National Rural Drinking Water Programme (NRDWP), the Ministry of Drinking Water and Sanitation provides financial and technical assistance to States to supplement their efforts to provide adequate safe drinking water through schemes like piped water supply schemes and hand pumps to the rural population. The reasons for all the habitations not getting drinking water as per their minimum requirement include slipping back of fully covered habitations to partially covered status due to drying up of drinking water sources; lowering of ground water table; non-availability of sustainable drinking water sources close to habitations; drinking water sources becoming contaminated due to natural & man-made causes; water supply systems outliving their life; systems working below rated capacities; poor operation and management of systems; increase in population; emergence of new habitations and procurement issues delaying drinking water supply schemes.
