Question : Filling-up of Posts on Contract Basis

(a) whether recruitment to the posts of class III and class IV in all departments of the Union Government has been banned and the above posts are filled on contract basis;
(b) if so, the details thereof and the reasons therefor;
(c) whether the future of 10th and 12th pass youth is in dark due to filling up of the posts of class III and class IV on contract basis, as there are a large number of such youth in India who apply for jobs in both these categories;
(d) if so, whether the Government propose to start permanent recruitment again to the posts of both the above categories as it was done previously;
(e) if so, the time by which it is likely to be done; and
(f) if not, the reasons therefor?

(a) & (b): No, Sir. The recruitment to the posts of class III (now Group ‘C’) has not been banned. With the acceptance of the recommendations of the 6th Central Pay Commission, Group ‘D’ posts have been merged with Group ‘C’ posts.

(c) to (f): Recruitment to Group ‘C’ posts, including erstwhile Group ‘D’ posts in Government Departments/ Ministries is a continuous process. Vacancies are caused in Government sector due to retirement, resignation, death and/ or new creation of posts. Such vacancies are regular in nature and the recruiting agencies like Staff Selection Commission, Railway Recruitment Boards, etc. are regularly conducting examinations for recruitment to such posts.
