Question : FDI UNDER NELP



(a) the details of Foreign Direct Investment (FDI) proposals received for setting up of crude oil and natural gas based industries in Maharashtra under the New Exploration and Licensing Policy (NELP) during the years 2010-11 and 2011-12;

(b) the details of such proposals which have been operationalised so far;

(c) whether the Government has finalised the terms of contract with the foreign companies under FDI to work in the petroleum and natural gas sector; and

(d) if so, the details of such contracts during the last three years, company-wise?

(a) & b) Under the Production Sharing Contract (PSC) regime, so far two exploration blocks have been awarded to foreign companies in the State of Maharashtra under bidding rounds of New Exploration Licensing Policy (NELP). Both these blocks are currently in the stage of exploration.

(c). Under the New Exploration Licensing Policy (NELP), exploration blocks are awarded through International Competitive Bidding with equal terms and conditions for Private/Foreign and National Oil Companies (NOCs). Some of the important features of the terms offered in the ninth round of NELP (NELP-IX) are given in Annexure-I.

(d). During the last three years (2009-10 to 2011-12), under NELP -VIII and
NELP- IX rounds of bidding, PSCs have been signed by 7 (seven) foreign companies
in 12 exploration blocks as under:
