Question : Distribution of Foodgrains during Pandemic

(a) whether the Government has distributed foodgrains to poor people apart from PDS during Covid-19 pandemic;

(b) if so, the details thereof, State/UT-wise;

(c) whether the Union Government has distributed pulses apart from wheat, rice in the said scheme;

(d) if so, the details thereof, State-wise including Maharashtra; and

(e) the amount of additional funds Government has to spend on the said foodgrains and pulses?

(a)to(d): In pursuance of the pro-poor measures under Pradhan Mantri Garib Kalyan Package as part of the Economic Response to COVID -19, Govt of India had launched Pradhan Mantri Garib Kalyan Anna Yojana(PMGKAY) for additional allocation of food-grains from the Central Pool @ 5 kg per person per month free of cost for all the beneficiaries of all the 36 States/UTs covered under Targeted Public Distribution System (TPDS) (AAY & PHH) including those covered under DBT for a period of 8 months i.e April-November, 2020.

In addition to above, under PMGKAY, pulses/chana have also been provided @ 1kg per household per month free of cost to all beneficiaries under NFSA covering 19.4 crore households.
Also, under the Atma Nirbhar Bharat Package (ANBP), this Department has made allocation of foodgrains @ 5 kg per person per month and whole chana @ 1kg per household per month, free of cost for a period of two months (May & June, 2020). State/UT-wise allocation details of foodgrains and chana under PMGKAY scheme and ANB scheme in all the States/UTs is placed at Annexure-I-III.

The allocation of free of cost foodgrains/pulses/chana under PMGKAY and ANBP is in addition to normal allocation done under the NFSA.

(e): During PMGKAY-I, about 121 LMT of foodgrain was allocated for free of cost entailing financial implications of approximately Rs. 46061 Crore and about 5.65 LMT pulses were allocated for free of cost and Funds allocated for pulses under PMGKAY is about Rs. 5000.00 Crore.

During PMGKAY-II about 201 LMT of foodgrains was allocated for free of cost entailing financial implications of approximately Rs. 76062.11 Crore and about 8.82 LMT whole chana was allocated free of cost. Funds allocated for distribution of chana under the extended PMGKAY Yojana is about Rs. 6999.24 Crore.

Under the Atma Nirbhar Bharat Package (ANBP), this Department made allocation of about total 8 LMT of additional food-grain free of cost entailing subsidy of about Rs. 3109.52 crore and about 27001.19 MT whole chana was allocated for free of cost. Funds allocated under ANBP for distribution of chana is about Rs. 280.00 Crore.
