(a), (b) & (c): One of the primary objectives of the Ninth Five Year Plan is to generate
greater productive work opportunities. The Plan seeks to achieve this objective in the
growth process itself by concentrating on sectors, sub-sectors and technologies which
are labour intensive, in regions characterised by higher rates of unemployment and
under-employment.
In the Ninth Five Year Plan, priority is being given to agriculture and rural
development, rural non-farm sector and village and small industry sector with a view
to generating adequate productive employment.
