(a) & (b) Yes, Madam. The Government is implementing a scheme to support the setting up of need based Plastic Parks with requisite state-of-the-art infrastructure and enabling common facilities through cluster development approach. The objectives of the scheme, inter-alia, are to consolidate and enhance the capacities of domestic downstream plastic processing industry by increasing investment, competitiveness, production and export. The scheme seeks to achieve environmentally sustainable growth, generate huge employment and contribute to the economy more effectively.
The Government has accorded approval for setting up the Plastic Parks in Madhya Pradesh (Raisen District), Assam (Tinsukia District) and Odisha (Jagatsinghpur District). Proposal for a Plastic Park in Tamil Nadu (Thiruvallur District) has been given ‘in-principle’ approval. The revised Detailed Project Report (DPR) has been received from Government of Tamil Nadu which is under examination.
Further, keeping in view the demands received from various other States for setting up the Plastic Parks, Government has approved setting up 6 additional Plastic Parks for implementation during 12th and 13th Plan Period. The locations of the 6 Plastic Parks will be finalised in consultation with the State Governments.
(c) & (d) Under the scheme, Government of India provides grant funding up to 50% of the Project Cost subject to a ceiling of Rs. 40 crore per project. The remaining project cost is funded by the State Government or the State Industrial Development Corporation (SIDC) or similar agency of State Government, beneficiary industries and loans from financial institutions. The total estimated cost of setting up 10 Plastic Parks is Rs.405 crore, which includes Rs. 5 crore required for payment of fee to the Programme Manager @ Rs.0.50 crore average fee per Plastic Park.
(e) The Plastic Parks in Madhya Pradesh, Odisha and Assam are under implementation. The 1st instalment of grant-in-aid of Rs.8 crore each has been released to the implementing agencies for these three Plastic Parks. Further, 2nd instalment of Rs.14 crore has also been sanctioned for release for implementation of Plastic Park in Assam. The progress of the Plastic Parks is being monitored for their expeditious completion.
