(a) to (c) A Statement containing the requisite information received from the Office of Chief Electoral Officer, Delhi and the Election Commission of India is laid on the Table of the House.
Statement referred to in reply to parts (a) to (c) of the Lok Sabha Unstarred Question No. 3566 for 16.8.2001.
(a) Office of the Chief Electoral Officer, Delhi has received three lists of foreign nationals totaling 2077 from the Police Department out of which two were received through the Office of Lieutenant Governor and one through Divisional Commissioner, Delhi. These lists were forwarded to Electoral Registration Officers of the concerned Assembly Constituencies for checking the names of these foreign nationals in electoral Rolls and for taking necessary action for deletion, if these names existed. The lists of foreign nationals sent by Police Department do not contain information, whether their names appear in the electoral roll or not. They simply sent the lists of foreign nationals residing in a particular area.
(b) The list of foreign nationals were forwarded to Electoral Registration officers of Assembly Constituencies No. 6- (Okhla), 39-(Mandawali) and 58-(Matia Mahal) and 43-(Vishwas Nagar) for verification of these names in electoral rolls and deletion, if these names existed. The Electoral Registration Officers of Assembly Constituencies No.6-(Okhla) and 39-(Mandawali) have stated in their reply that they have checked the lists from their record, but no foreign national had been identified in voters lists of these constituencies. However, the process of verification in Assembly Constituency-58-(Matia Mahal) and Assembly Constituency-43- (Vishwas Nagar) has not been completed yet and the report on Action Taken is awaited from them.
(c) To lodge a FIR with Police for the lost Voter ID Card is the first step/rule laid down to avoid its possible misuse. The Government of National Capital Territory of Delhi has approved the proposal for EPIC Project with the condition that Rs. 25/- will be charged for issuing of duplicate photo identity card in case of a lost card after proper verification and also to create some responsibility among the electors about the EPIC custody. To apprise the common people of these rules, the Department has already included this information in its Citizens Charter, which has been widely circulated to public representatives and all offices of Delhi Government and is also available at the offices of all the Electoral Registration Officers and Joint Chief Electoral Officers. The Election Commission of India has, however, informed that in the fresh phase of the issue of Voters Identity Cards to be undertaken in the current year, lost cards will be replaced without any charges.
