Question : Widening of National Highways

(a) whether the Government has any proposal for widening and developing of National Highways (NHs) into four/six/ eight-lane, if so, the details thereof;

(b) the amount allotted for this purpose during the last three years, NH-wise;

(c) whether the Government has any proposal to construct bridges over all the highways in order to check accidents and to ensure smooth journey, if so, the details thereof; and

(d) the details of the foot over bridges likely to be constructed and the funds allotted for the same, State-wise?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 271 ANSWERED ON 04.08.2016 ASKED BY SHRI S. SELVAKUMARA CHINNAYAN AND SHRI SATISH KUMAR GAUTAM REGARDING WIDENING OF NATIONAL HIGHWAYS



(a) to (d) The Ministry has taken up various phases of National Highways Development Project (NHDP). Phases I, II and III of NHDP are primarily concerned with four laning of National Highways (NHs). Further, selected NH stretches have been taken up for 4-laning under NHDP Phase-IV. The Ministry has taken up NHDP-Phase V for six laning of about 6,500 km length of NHs. The present status of progress under these programmes are as follows:-

The National Highways Authority of India (NHAI) has completed eight laning of about 49 km length of NHs in the State of Delhi and Haryana.

4-laning of about 580 km length of NHs are included under Special Accelerated Road Development Programme for the North East Region (SARDP-NE) including Arunachal Pradesh Package of Roads. Projects in about 353 km length have commenced for 4-laning under these programmes; out of this projects in about 76 km length have been completed.

Recently, the threshold traffic for 4-laning of NHs have been reduced from 15,000; 11,000; and 8,000 Passenger Car Units (PCUs) per day to 10,000; 8,500 and 6,000 PCUs/day for Plain, Rolling, and Mountainous/Steep Terrains respectively.

While taking up development of NHs under corridor approach (e.g. under various phases of NHDP), construction/rehabilitation of bridges, replacement of level crossing by Railway Over Bridges (ROBs) / Railway Under Bridges (RUBs), provision of Foot Over Bridges (FOBs), Vehicular Underpasses (VUPs), Pedestrian Underpasses (PUPs), Cattle Underpasses (CUPs), etc., are provided as per specific contract provisions and site requirements. Further, additional site specific provisions for FOBs, VUPs, PUPs, CUPs, etc., are made even at implementation stage depending upon local requirements, public demands, etc.
The Ministry has taken up separate initiatives for replacement of about 208 number of stand alone level crossings by ROBs/RUBs and construction/rehabilitation/widening/repair of about 1,500 number of bridges on NHs.

Funds for development of NHs are not allocated specific type of work-wise (four/six/eight laning, etc.,) and NH-wise. State/Union Territory (UT)-wise fund allocated for development of NHs during last three years is annexed.
