Answer given by the minister

Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (DR. JITENDRA SINGH)
(a) & (b): The objective of the Whistleblowers Protection Act, 2014 inter alia is to provide protection to the persons making complaints relating to disclosure. The Act does not provide incentive for complaints relating to disclosure.
(c) to (e): The Act provides punishment for false or frivolous disclosure by any person. Anonymous disclosures will make operation of such provisions difficult.
