Question : EMPLOYMENT TO MIGRATED PERSONS



(a) whether some of the States like Jammu & Kashmir, Assam, Manipur, Bihar and Mizoram where there are no employment opportunities are witnessing high migration to other States;

(b) if so, whether the Government is seriously considering to improve the situation in the States so that migration from one State to another is completely stopped or reduced;

(c) if so, the details thereof; and

(d) the steps or measures have been considered to provide sufficient provisions of employment in these States so that they are not forced to migrate to other States for employment?

(a): Yes, Sir, it is a fact that people from certain States like Bihar, Jharkhand, Orissa, Madhya Pradesh, Jammu & Kashmir, Assam, Manipur, Mizoram, etc. move to States like Punjab, Haryana, Delhi, Uttar Pradesh, Gujarat, Karnataka, etc. in search of better employment opportunities.

(b) to (d): Migration of people from one State to another for various reasons including better employment opportunities is a continuous process and linked to freedom of movement. However, in order to generate better employment opportunities at State level, the Government has launched a number of schemes like Swarn Jayanti Gram Swarozgar Yojana, Pradhan Mantri Rozgar Yojana, etc. especially in rural areas. The Government have also recently introduced the National Rural Employment Guarantee Bill to provide 100 days guaranteed employment to the rural household.
