Question : Poverty Alleviation Schemes

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-

(a) the details and the current status of various schemes being implemented for urban poverty alleviation;
(b) the State-wise and year-wise details of funds allotted, utilized and unspent under the above schemes during the last three years;
(c) whether the Government has made any assessment of these schemes and if so, the details thereof and the details of shortcomings in the implementation of these schemes; and
(d) whether the Government proposes to recast poverty alleviation programmes and if so, the details thereof?

(a) This Ministry has been implementing “Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM)” since 2014-15, after restructuring Swarna Jayanti Shahari Rozgar Yojana (SJSRY). DAY-NULM aims to reduce poverty and vulnerability of urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities for improvement in their livelihoods on a sustainable basis.

(b) The State-wise and year-wise details of funds allocated, utilized and unspent, under DAY-NULM during last 3 years are at Annexure.

(c) Evaluation Study for erstwhile SJSRY, which was conducted in 2008 revealed that lack of dedicated structure for implementation of the scheme, lack of skill need assessments in many states, limited focus on mobilizing urban poor into groups and lack of flow of credit to the urban poor for self-employment were among the main shortcomings.

(d) The SJSRY was restructured as NULM. The National Urban Livelihoods Mission (NULM) and National Rural Livelihoods Mission (NRLM) have since been converged into a single scheme and named as Deendayal Antyodaya Yojana (DAY). The scope of NULM has been enhanced and it has now been renamed as Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM).
