Question : LABOUR SECRETARIES CONFERENCE



(a) the details of topics considered during the one-day conference of Labour Secretaries held recently in Delhi and issues on which consensus was reached;

(b) whether the Government propose to consider the issues suggested during the conference; and

(c) if so, the time by which Government are likely to announce its decision in this regard?

(a): A Meeting of State Labour Secretaries was held on 13.4.2000 mainly to discuss the various amendment proposals in the Minimum Wages Act, 1948. The other topics discussed in the meeting were -
(i) Rehabilitation of released bonded labourers under the centrally sponsored schemes and programme of action for 2000-2001,
(ii) Performance of National Child Labour Projects and rehabilitation of children released from work and the programme of action for 2000-2001, and
(iii) Strengthening of system of labour statistics.

(b) & (c); The suggestions/views expressed in the meeting and agreed to by the states would be incorporated in the amendment proposals to the Minimum Wages Act. However, because of the procedures/steps involved in finalising the amendments, it may not be possible to specify the time limit. The purpose of discussing other 3 items in the meeting was to review the performance with the State Governments and also to impress upon them to ensure proper monitoring and review at their level for more effective implementation of the schemes and also to ensure furnishing complete and timely statistical information.
