Question : Common Service Centres

Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) the extent to which the Government has achieved the objectives of implementing the Common Service Centre Scheme (CSCs) in the country;
(b) the salient features of the scheme along with the number of such Centres set up across the country so far, State-wise;
(c) the details of the procedure to be followed by an applicant along with the fee charged for registering of a CSCs;
(d) the details of the funds provided under the scheme during each of the last three years and the current year, State-wise;
(e) whether the cases of irregularities in the functioning of such centres have come to the notice of the Government during each of the last three years and the current year;
(f) if so, the details thereof, State-wise and the reasons therefor along with the action taken/being taken by the Government in such cases so far; and
(g) the other steps taken/being taken by the Government for effectively implementing the CSCs across the country?

Answer given by the minister

(a) and (b): CSC Scheme under National e-Governance Plan (NeGP): The CSC Scheme was launched in September, 2006 under National eGovernance Plan (NeGP), with an aim to cover all 6 lakhs census villages through one lakh CSCs in the ratio of 1:6 across rural India. The primary objective of the CSC scheme is to provide Government-to-Citizen (G2C) and Business-to-Citizen (B2C) services in their locality.

As on 28 February, 2017, a total of 2,91,366 CSCs have been registered across the country, out of which, 1,81,173 are at Gram Panchayat (GP) level. Out of the total registered CSCs, 250,342 CSCs are active and transacting for delivery of eServices; out of them, 1,59,633 CSCs are at GP level. There are approximately 150 major services (nearly 4-5 sub-services) which are being delivered through CSCs across India.

The present model of CSCs which envisaged under CSC scheme is transaction and service delivery based, delivering a large bouquet of e-services through a single delivery technological platform, which would increase the sustainability of the CSCs across the country.
CSCs set up across the country so far, State-wise, are given at Annexure-I.

(c): Any entrepreneur having basic information and communication infrastructure and willing to set-up a CSC can register on the Digital Seva Portal through e-KYC. There is no fee charged for setting up of a CSC.
(d): Details of funds provisioned under CSC Scheme are given at Annexure –II.

(e) and (f): No, Sir.
(g): Efforts are being made by M/s CSC eGovernance Services Ltd. to provide more e-services to citizens such as Prime Minister Awas Yojna (PMAY), Swatch Bharat Mission, Soil Health Card, etc.
