Question : DISTRICT DISABILITY REHABILITATION CENTRE

(a) the details of District Disability Rehabilitation Centres(DDRCs) functioning in the country, State-wise including Assam;

(b) the funds sanctioned/released to such centres and the utilization of such funds during each of the last three years and the current year, State-wise;

(c) whether the Government has identified certain districts for setting up of DDRCs and if so, the details thereof State-wise, including Andhra Pradesh; and

(d) whether the Government has assessed the performance of DDRCs in various States and if so, the details and outcome thereof, State-wise?

(a) to (c) 199 Districts with high percentage of persons with disabilities were identified for setting up of District Disability Rehabili- tation Centres (DDRCs) prior to the year 2010-11. However, in the year 2010-11, 100 more districts and in the year 2012-13, 15 more districts (including 4 approved earlier) having high incidence of Japanese Encephalitis/ Acute Encephalitis Syndrome, were also approved for setting up of DDRCs. Out of a total of 310 approved Districts, funds for setting up of DDRCs in 248 Districts have been released so far. A statement indicating number of DDRCs established in various districts, State-wise including Assam and Andhra Pradesh is at Annexure-I.

A Statement indicating details of funds released to District Disability Rehabilitation Centres during each of the last three years and the current year, State-wise is at Annexure-II. Full Utilization of funds released earlier to DDRC is ensured before sanctioning of a subsequent grant.

(d) DDRCs are set up in the identified districts to provide comprehensive services to persons with disabilities. Performance of DDRCs in respect of funds released and their functioning are reviewed when the proposal for grant-in-aid for the subsequent year is received.

As per the DDRC scheme, the proposal for grant-in-aid is considered only if prescribed documents namely audited accounts, utilization certificate and inspection report in respect of the functioning of the DDRC in a particular year conducted by District Authorities is received with the recommendation of the District Magistrate/ State Grant-in-aid Committee.
