Question : Apprenticeship Training

(a) whether there are any plans to revamp apprenticeship training;

(b) Whether skill training is extended to all 13 sectors that are covered under Production-Linked Incentive Scheme;

(c) If not, the reasons thereof;

(d) Whether the Government proposed to bring apprenticeship under its ministry and, if so, the details thereof; and

(e) Incentives being given / proposed to give to private sector for skilling?

Answer given by the minister


(a) Ministry of Skill Development and Entrepreneurship (MSDE) has taken many steps, in consultation with various stakeholders, to simplify the processes and revise the guidelines of National Apprenticeship Promotion Scheme (NAPS) to bring increase in the number of establishments and apprentices.

(b) & (c) Skill training is extended to all 13 sectors covered under Production-Linked Incentive Scheme.

(d) The Apprentices Act, 1961 is already being administered by the Ministry along with implementation of NAPS.

(e) Under NAPS, following incentives are given to the establishments (including private companies also) for promotion of apprenticeship:

• Sharing of 25% of the prescribed stipend (limited to Rs. 1,500 per candidate per month) with the employers.
• Support of basic training cost of Rs. 7,500 for 3 months / 500 hrs for the registered Basic Training Providers who impart training to the fresher candidates.
