Question : Restructuring of CPWD

(a) whether the Government has appointed a committee to study the Central Public Works Department (CPWD) restructuring to make it more efficient and if so, the details thereof;

(b) whether the committee has submitted its report to the Government and if so, the details thereof;

(c) whether the Government has considered the report and if so, the time by which the said recommendations will be implemented and if not, the reasons therefor;

(d) whether the CPWD has set up dedicated planning and design centres across the country;

(e) if so, the details thereof and the aims and objective behind the move; and

(f) the other steps taken by the Government for restructuring of CPWD in a time bound manner?


Answer given by the minister

(a) to (c) : Yes Sir, a study on the ‘Working and Reorganisation of Central Public Works Department (CPWD)’ was undertaken through Ernst & Young (EY) in 2017 with the objective of studying the working of CPWD keeping in view its mandate and functions, carrying out an analysis of the structure and organisation of CPWD, suggesting measures for enhancing the efficiency and effectiveness of the organisation. The recommendations in the EY report encompass various aspects of process improvement and organisational restructuring besides other related measures. An Implementation Committee has been constituted in the Ministry to guide and monitor the implementation of various initiatives emerging out of the Report.

(d) & (e) : Regional Planning and Design Centres in all five regions of Central Public Works Department (CPWD) across the country have been set up to cater to the need of design requirements.

(f) : Restructuring of Central Public Works Department (CPWD) has been implemented.
