Question : Funds for Environment Preservation

(a) whether it is a fact that a major portion of funds allocated for environment preservation projects has not been utilized;
(b) the details of the said projects for which fund has not been utilized and details of which are lying pending till date; and
(c) the reaction of the Government thereto?

(a)to (c) Control of Pollution scheme is implemented by Ministry of Environment Forest and Climate Change to support various projects on pollution prevention and air quality improvement. The schemes support various projects and program for monitoring of ambient air, water and noise and strengthening of such monitoring facilities, Research & Development, financial support to the State Pollution Control Boards, and implementation of national clean air program launched by the ministry with an objective to reduce the particulate matters in non-attainment Cities. For the financial year 2021-22, a budget allocation for Control of Pollution scheme was Rs. 390.10 Crores and fund utilise was Rs. 390.10 Crores as on date.

Central Pollution Control Board (CPCB) and Commission for Air Quality Improvement in National Capital Region and Adjoining Area (CAQM) are two organisation mandated for taking measures for control and prevention of pollution. Grant-in-aid is provided to these two organisation for undertaking various projects to meet their mandated function. For Financial year 2021-22, Grain-in-aid provided to CPCB and CAQM was Rs. 97.5 Cr and Rs. 14.0 Cr and the same has been fully utilised.
