Question : Vector Borne Diseases

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the number of cases of vector borne diseases such as malaria and dengue that came to light along with the number of deaths caused as a result thereof during each of the last three years and the current year, State/UT-wise including Maharashtra;

(b) whether the Government proposes to start any national programme for the prevention, control and elimination of such diseases;

(c) if so, the details thereof;

(d) the amount of funds allocated and released for the said programme, State/ UT-wise; and

(e) the other steps being taken by the Government to check the said diseases?

(a): The National Vector Borne Disease Control Programme (NVBDCP) deals with prevention and control of six Vector Borne Diseases (VBDs) viz. Malaria, Dengue, Chikungunya, Kala-azar, Lymphatic Filariasis (LF) and Japanese Encephalitis (JE) in India.

Disease and State/Union Territory (UT) wise statements showing the number of cases during the last 3 years and the current year are given at Annexure-I.

(b) to (d): National Vector Borne Disease Control Programme (NVBDCP) is being implemented in the country for prevention and control of the vector borne diseases and for elimination of Kala-Azar, Filaria and Malaria. A statement showing allocation and release of funds to States/UTs is at Annexure-II.

(e): The steps being taken by the Government to check malaria and other vector borne diseases in the country are as follows:
1. Surveillance and case management

• Case detection (active and passive)- intensified during high transmission period
• Early diagnosis and complete treatment (No specific drugs against Dengue, Chikungunya and J.E.)
• Sentinel surveillance

2. Integrated Vector Management (IVM)
• Indoor residual spray (IRS)
• Long-Lasting Insecticidal nets (LLINs)
• Anti-larval measures including Larvivorous fish, Chemical and Bio-larvicide, source reduction
3. Epidemic preparedness and rapid response.

4. Supportive interventions
• Capacity building
• Behaviour change communication (BCC)
• Intersectoral collaboration
• Monitoring and Evaluation (M & E)
• Operational research and applied field research
• Vaccination only against J.E
• Annual Mass Drug Administration (MDA) using Diethylcarbamazine Citrate (DEC) and Albendazole/ IDA (Ivermectin, DEC and Albendazole) for LF.
