Question : New Fertilizer Units

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) whether the Government has any proposal for establishing new Urea/ Fertilizer units using Advanced Technology in the country specially in West Bengal and Uttar Pradesh;

(b) if so, the details thereof;

(c) if not, the reasons thereof; and

(d) whether this proposal will help to ensure overall growth and development of the fertilizer sector and if so, the details thereof?

(a) to (c): At present, there are following proposals for setting up of Greenfield and Brownfield (Expansion) urea projects with the Department of Fertilizers:-

Further, the Union Cabinet in its meeting held on 13.07.2016 approved to revive three closed fertilizer units namely Gorakhpur &Sindri units of Fertilizer Corporation of India Limited (FCIL) &Barauni unit of Hindustan Fertilizer Corporation Limited (HFCL). These units are being revived by means of a Special Purpose Vehicle of Public Sector Units namely, National Thermal Power Corporation, Coal India Limited, Indian Oil Corporation Limited and Fertilizer Corporation India Limited/ Hindustan Fertilizer Corporation Limited, through “nomination route”. As approved by the Union Cabinet, each of these unit is being revived by setting of new urea plant having capacity of producing 1.27 Million Metric Ton (MMT) Urea per annum. In addition to these units, Government has also approved to establish a new brownfield Ammonia-Urea Complex in the existing premises of the BVFCL at Namrup, Assam. Capacity of this plant will be 8.646 Lakh metric Ton per Annum.
Gorakhpur Fertilizer Unit of FCIL is located in Uttar Pradesh while Sindri and Barauni units are located in Jharkhand and Bihar respectively. Namrup is located in Assam.
(d): With the commissioning of new urea plants, each project will add 1.27 MMT of urea to the total indigenous production of the country which will reduce the dependency on imports.
