Question : Provisions Regarding Reservation in Promotion

(a) whether the provisions regarding reservation in promotion according to 77th Constitutional Amendment have been implemented and are being adhered to strictly;

(b) if so, the details of the promotions made in all the categories including those in Other Backward Classes category, during the last three years;

(c) if not, the reasons therefor; and

(d) the time by which it is likely to be implemented/completed?

(a) to (d): Article 16(4A) was inserted to the Constitution through the 77th Amendment for continuing the provision of reservation in promotion to Scheduled Castes and Scheduled Tribes. As per the extant policy, the benefit of reservation in promotion is not applicable to Other Backward Classes category.

The policy of reservation in services under the Central Government is being administered through executive instructions issued from time to time.

The respective cadre controlling authorities conduct the promotion and data is also maintained by them.
