Question : REVIEW OF CSS



(a) Whether the Government has conducted any fact finding survey for implementing Centrally Sponsored Schemes (CSS) to meet the goal of inclusive growth;

(b) if so, the findings thereof;

(c) whether the Government has decided to review States performance in implementing CSS to meet the goal of inclusive growth;

(d) if so, the details thereof;

(e) the names of the States where CSS are lagging to give desired results; and

(f) the steps taken by the Central Government to implement CSS at grassroots level?

(a) & (b): Review of Plan Schemes including Centrally Sponsored Schemes is a continuous process. A committee under the Chairmanship of Shri B.K Chaturvedi, former Member, Planning Commission was set up in April 2011 to look into the issue of Restructuring of Centrally Sponsored Schemes to enhance its flexibility, scale and efficiency so as to achieve, inter-alia, the objective of inclusive growth. Recommendations of this Committee were further discussed with stakeholders and thereafter, in June 2013, Government approved restructuring of Centrally Sponsored Scheme. Details of the restructuring is placed at Annex-I. An important aspect of this restructuring is to provide flexibility to the State Governments in implementing the schemes. Another important measure includes mandating flow of central assistance in these schemes through the Consolidated Funds of the States which is expected to improve the monitoring of these schemes by the State Governments.

(c) to (f): Administrative Ministries/Departments concerned monitor / review the implementation of CSS on a regular basis, which are reflected in the outcome budget of those Ministries/Departments. Performance of the States regarding CSS differs from State to State and year to year based on the local conditions as well as from schemes to schemes. With the aforesaid restructuring of CSS, it is expected that States would be facilitated to implement the schemes better.
