Question : National Institutes for Differently Abled Children

(a) the details of the National Institutes imparting special education to the visually impaired, hearing impaired, speech impaired and mentally challenged children in the country;

(b) the details of the facilities being provided by the said institutes along with the number of such children receiving education at present;

(c) the amount of funds provided to these institutes during each of the last three years, institute-wise along with the total amount utilized;

(d) whether special education is being provided to all such children, if so, the details thereof and if not, the reasons therefor; and

(e) the details of the plan/scheme for providing employment to all these children after imparting education to them?

Statement referred to in reply to part (a) to (e) of the Lok Sabha Starred Question No.34 raised by Shri Sumedhanand Sarswati and Shri Sudhakar Tukaram Shrangare regarding “National Institutes for Differently Abled Children”.

(a) & (b) There are nine National Institutes (NIs) working under the Department of Empowerment of Persons with Disabilities (DEPwD) (Divyangjan) specializing in different kinds of disabilities. The main objectives of these Institutes are to train rehabilitation personnel in the field of disabilities, to provide rehabilitation services to Persons with Disabilities and to undertake Research and Development.

Out of these nine NIs, three NIs, namely National Institute for the Empowerment of Persons with Visual Disabilities (NIEPVD), Dehradun, National Institute for the Empowerment of Persons with Intellectual Disabilities (NIEPID), Secunderabad and National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD), Chennai are also running the following schools/centres for children with disabilities:-

(d) Yes. As detailed in reply to part (a) & (b), special education is being provided to all such children enrolled in special schools/centres.

(e) NIs are imparting vocational training and on-the-job training/skill training to these children and also extending support for placement/ self employment.
