(a) & (b): Public Health is a State subject and the concerned governments of States/UTs take steps for promoting medicines as appropriate. At the Central level, a Central Sector Scheme for Promotion of Information Education and Communication (IEC) in AYUSH has been devised by the Ministry of AYUSH. Under this Scheme, the Ministry of AYUSH takes up initiatives to create awareness about and to promote AYUSH systems. These initiatives include organizing Arogya Fairs, Melas, Conferences, Exhibitions, Seminars, Workshops, Symposium and Ayurveda Parvs. The IEC Scheme also supports undertaking publicity campaigns through electronic media, print media and social media amongst the citizens in the country.
The Ministry also observes days dedicated to AYUSH systems viz. International Day of Yoga, Ayurveda Day, Unani Day, Siddha Day, Naturopathy Day, Homoeopathy Day etc. to create awareness about the benefits of the respective AYUSH system of healthcare.
The budget details of IEC Scheme during the last three financial years are as follows:

The budget of Rs. 52.60 crores is allocated for the current financial year i.e. 2019-20. Under IEC Scheme, the funds are not allocated to States/UTs separately.
(c) & (d): The Government of India has signed MoUs with several countries for promoting traditional systems of medicine. As of now, the Ministry of AYUSH has signed 22 Country to Country MoUs for cooperation in the field of Traditional Medicine and Homoeopathy. In addition, 21 MoUs for undertaking collaborative research and academic collaboration and 13 MoUs for setting up AYUSH Academic Chairs have been signed with the foreign universities, with details as given in Annexure.
No targets are fixed for signing of MoUs with other countries for promoting traditional system of medicine.
Budget of Rs. 16.00 crores has been allocated in the current financial year i.e. 2019-20 for promotional activities at the international level including the expenditure to be incurred with respect to MoUs with the foreign countries, institutions and universities.
