(a) Skill development and increasing the opportunities for North-Eastern youth is being undertaken by Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the flagship scheme of Ministry of Skill Development and Entreprenurship (MSDE). The objective of this scheme is to enable a large number of youths to take up industry-relevant skill training that will help them in securing a better livelihood.
Special provisions for promotion of skill development programmes in the region are as follows:
• Transport Cost- To and fro transport cost as per actuals, subject to a maximum of Rs. 5000/- per trainee, maybe payable to candidates undergoing training outside of North East region.
• Over and above the Base Cost, an additional amount equal to 10% of the Base Cost is permitted for skill development programmes conducted in the North Eastern States.
• 50% boarding and lodging payout is applicable for candidates trained within North East region till 31st March 2019.
• Full boarding and lodging pay-out, to all skill development training programmes where trainees from North East region are trained outside the eight states
• Relaxations for setting up training centre to training providers:
o Minimum carpet area of 1500 sq. ft. permissible for training centres in North-Eastern States.
o Walls and roofs made of Tin / Bamboo sheets allowed for centres in North East.
o Availability of AC in High-altitude Regions (Above 5000 ft above sea level), is exempted.
• To enable the newly skilled persons from North-east to settle into their jobs/vocations under wage employment, post placement support would be provided directly to the candidate at the rate of Rs. 1500/- per month for period ranging 1-3 months for different categories.
In addition to PMKVY, Capacity Building Scheme is also being implemented by MSDE for North-Eastern region. High standards and quality of training under this scheme are being ensured by following the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) norms. Payment of 3rd Tranche (20%) is linked to placement under this scheme as well. Scheme progress is given below-

(b) Allocations for setting up model centres known as Pradhan Mantri Kaushal Kendra (PMKK) have been made to 79 districts in North-East out of which 26 centres have been established in Assam, Nagaland, Meghalaya, Tripura and Manipur.
(c) Since inception of PMKVY Scheme in 2016, 22,340 candidates are reported to be placed through PMKVY Short-Term Training while 280 candidates are reported to be placed through Special Projects component. In respect of fee based projects approved by National Skill Development Corporation (NSDC), total 38,175 candidates got placed from FY 2014-15 to FY 2018-19 (till Dec. 2018).
(d) Under PMKVY 2.0 of Ministry of Skill Development and Entrepreneurship, an allocation of Rs.323.16 cr. has been made for North East, out of which funds to the tune of Rs.81 cr. has been utilized.
Under the Capacity Building Scheme, out of Rs.19.85 cr. received by NSDC, an amount of Rs.15.35 crore has been disbursed.
In addition, under Dima Hasao Autonomous Territorial Council (DHATC) package, a project namely “Construction of Integrated Skill Development Centre at Dima Hasao District of Assam” was sanctioned by the Ministry of DoNER for an amount of Rs.36.60 crore against which Rs.18.30 crore has been released.
