Question : CLEAN DEVELOPMENT MECHANISM



(a): whether the Government has set-up a Clean Development Mechanism (CDM) facilitation cell for availing carbon credits relating to urban sector projects;

(b): if so, the details thereof and the manner in which the Government proposes to tap advantage of carbon credit business;

(c): whether the Government proposes to involve private sector to mop up carbon credits, under CDM; and

(d): if so, the details thereof and if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) to LOK SABHA STARRED QUESTION NO. 128 FOR 04.03.2015 REGARDING CLEAN DEVELOPMENT MECHANISM

(a) to (d): Yes Madam.

The Ministry of Urban Development constituted a High Powered Committee (HPC) for availing carbon credit under the Clean Development Mechanism (CDM). Details of the Committee is at Annexure I. In the meeting of the HPC held on 20th December 2007, it was decided to create a Carbon Credit Cell in the Ministry of Urban Development to facilitate availing carbon credit benefits for Urban Development projects. Extracts of minutes of the meeting is at Annexure II.

A mandatory chapter on the CDM has been added in the template of the Detailed Project Report used by Urban Local Bodies(ULBs) while seeking financial assistance from the Ministry of Urban Development . This ensures that the ULBs use the enabling clause for availing Carbon Credit facilities under CDM or all such infrastructure projects which require financial assistance from the Centre.
