Question : Benefits of PM-KUSUM to Farmers

(a) whether the compulsion of old well or diesel pump has been removed for connection of tube well for agriculture under Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) and if so, the details of the new rules thereof;
(b) whether the Government proposes to provide benefits of PM-KUSUM to all the interested farmers and if so, the details thereof;
(c) the details of the beneficiaries covered under PM-KUSUM during the last three years, State-wise;
(d) whether the Government is aware that the applications received under PM-KUSUM are huge in numbers and the waiting time is also long and if so, the details thereof; and
(e) whether the Government also proposes to formulate a scheme to provide benefits to more people at the earliest and if so, the details thereof?

(a) & (b) The Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) is a Centrally Sponsored Scheme being implemented through State agencies. The Scheme is open for all farmers of the country and capacities are being sanctioned under the Scheme based on demand received from the States. Under Component-B of PM-KUSUM Scheme farmers are provided standalone solar pumps and under Component-C grid connected pumps of farmers are solarized. However, in case of Dark zones/black zones, only existing diesel pumps, can be converted into standalone solar pumps and only existing grid connected pumps can be solarized under the Scheme provided they use micro irrigation techniques to save water.

(c) The capacities sanctioned under the three components of the PM-KUSUM Scheme after its approval in February 2019 are given at Annexure.

(d) & (e) Capacities under the PM-KUSUM Scheme are being sanctioned based on demand received from the States and the scope of the scheme has been expanded in November 2020 to cover installation of 20 lakh standalone solar pumps and solarisation of 15 lakh existing grid connected agriculture pumps.
