Question : FREEBIES TO EMPLOYEES



(a) whether employees of PSUs/Air India, etc. are entitled to more freebies than Central/State Government employees while claiming Leave Travel Concession (LTC) and other facilities;

(b) if so, the details in this regard;

(c) whether the Government plans to provide similar facilities to Central/State Governments employees and bring it at par with their counterparts working in these organisations; and

(d) if so, the details thereof and the time by which a decision is likely to be taken in this regard?

(a) & (b): The pay and allowances of Central Government employees are governed by the rules framed for the purpose, such as the Central Civil Services (Pay) Rules, the Central Civil Services (Leave) Rules, 1972, the Central Civil Servicers (Leave Travel Concession) Rules, 1988, the IAS (PAY) Rules, 2007, the IFS (PAY) Rules, 2007, etc.. The provisions of these rules are not suo-motu applicable to PSUs/ Statutory/Autonomous Bodies/ State Government employees etc.
The various State Governments are having their own service conditions for their employees.

The perks and allowances for employees of Central Public Sector Enterprises (CPSEs) are decided by the Board of Directors of CPSE/Administrative Ministry/ Department, subject to the guidelines of the Department of Public Enterprises.

The decisions regarding Leave Travel Concession (LTC) and other allowances for the employees of Air India are taken by the Board of Air India/ Ministry of Civil Aviation.

(c): Presently, no proposal is under consideration of the Government for providing pay and allowances to Central Government employees similar to what are applicable to the employees of PSUs/Air India.

(d): Does not arise.
