Question : Bureaucrats on Foreign Assignment

(a) whether some Indian Administrative Service (IAS) officers have been entrusted with any responsibility for some work related to external affairs and if so, the details thereof along with the service conditions for such appointments;

(b) whether a number of IAS officers have violated the said service conditions and the Union Government has not taken any action against them;

(c) the reasons offered by such IAS officers for overstaying in the place of their posting in foreign countries in violation of the service conditions;

(d) the reaction of the Government thereon; and

(e) the remedial steps taken by the Government in this regard?

(a): IAS officers go on deputation on:

(i) Foreign Posts of Government of India in Embassies/ Missions abroad for 3 years.

(ii) Captive posts of Government of India in International Organisations like World Bank, International Monetary Fund & Asian Development Bank for 3 years.

(iii) long term/short term foreign assignment in International Organisations for which they are selected through direct offers, against open advertisements and for which cadre clearance is given to them.
