Question : Financial Assistance for ANGRAU

(a) whether the Government of Andhra Pradesh has submitted, a detailed project report (DPR) seeking financial assistance for establishment of ANGRAU;
(b) if so, the details thereof;
(c) whether the Government has approved any budget to provide financial assistance for establishing ANGRAU;
(d) if so, the details thereof; and if not, the reasons therefor;
(e) whether the Government has fixed any timeline to provide financial assistance to ANGRAU to fulfill its obligations under Andhra Pradesh Reorganisation Act, 2014;
(f) if so, the details thereof; and if not, the reasons therefor?

(a) & (b):

i. During the Budget (2014-15) presented in the Lok Sabha on 10th July 2014, Hon’ble Finance Minister proposed to establish Agriculture University in the State of Andhra Pradesh and an initial sum of Rs.50 crores had been allocated for the purpose.
ii. Additional Secretary, DARE & Secretary, ICAR wrote a letter on 09.09.2014 to the Chief Secretary of Andhra Pradesh State to submit the Plan of Action to establish Agricultural University.
iii. Government of Andhra Pradesh sent a DPR on 15.09.2014 with a budgetary requirement of Rs.1505.82 crores for establishment of Agricultural University of National Importance. The Ministry conveyed on 03.12.2014 to Chief Minister of Andhra Pradesh to take appropriate action for establishing State Agricultural University for which financial assistance would be provided by the Government of India.
(c) to (f):
i. In compliance of budget announcement in Parliament during the year 2014, Rs.135 Crore was released in three phases (Rs.10.00 Crore in 2014-15, Rs.75.00 Crore in 2015-16 and Rs.50.00 Crore in 2016-17) to establish University Headquarter, Colleges, Instructional facilities, Student amenities etc. in Acharya N.G. Ranga Agricultural University (ANGRAU).
ii. No release of the fund is pending with the Govt. of India regarding establishment of ANGRAU.
iii. University has been fully established with Headquarter, Colleges, Instructional facilities etc. and is now functioning as per the mandate of State Government.
iv. Further, ANGRAU, Guntur has been accredited by Indian Council of Agricultural Research (ICAR) for quality education.
