Question : Pradhan Mantri Employment Generation Programme

(a) the salient features of the Pradhan Mantri Employment Generation Programme (PMEGP) and the funds sanctioned, released and used under the said programme during the last three years and the current year in the country, State-wise including Rajasthan;

(b) the number of small enterprises and the number of beneficiaries provided assistance during the last five years through this programme in the country including Rajasthan;

(c) the details of employments provided/generated during the said period in the country including State of Rajasthan under this programme;

(d) the details of measures being taken by the Government to increase the employment opportunities, particularly for women in the country including rural areas of Rajasthan and the number of women who have been benefited under the programme so far, State-wise;

(e) the total number of applications received, pending and rejected during the last five years under the programme, State-wise; and

(f) whether there was any deficiency noticed in implementing the programme by the States during the last two years and if so, the details thereof?

(a): Ministry of Micro, Small and Medium Enterprises (MSME) is implementing Prime Minister’s Employment Generation Programme (PMEGP), which is a major credit-linked subsidy programme aimed at generating self-employment opportunities through establishment of micro-enterprises/units in the non-farm sector by helping traditional artisans and unemployed youth.

The scheme is being implemented by Khadi and Village Industries Commission (KVIC), State Khadi and Village Industries Board (KVIB) and District Industries centres (DIC). Under the scheme, loan is being provided by all Public Sector Banks, selected Private Sector Banks and Co-operative Banks with margin money subsidy by Ministry of MSME through KVIC.


Any individual above 18 years of age is eligible. General category beneficiaries can avail margin money subsidy of 25 % of the project cost in rural areas and 15% in urban areas. Beneficiaries belonging to special categories such as Scheduled Caste/Scheduled Tribe/OBC /Minorities/women, ex-serviceman, physically handicapped, NER, Hill and Border areas etc. can avail the margin money subsidy of 35% in rural areas and 25% in urban areas. The maximum cost of projects can be Rs.25 lakh in the manufacturing sector and Rs.10 lakh in the service sector. Benefit can be availed under PMEGP for setting up of new units only.

Further, Ministry of MSME has also introduced a new component of second financial assistance for expansion/upgrading the existing PMEGP/MUDRA units for manufacturing unit upto 1.00 Crore and for service/ trading unit upto Rs.25.00 Lakhs with subsidy of 15% (20% for NER and hilly state) from the year 2018-19.

The State-wise details of Margin Money allocated, Margin Money utilized and number of Projects sanctioned under PMEGP programme, including Rajasthan during the last three years and current year in the country is given as at Annexure - I (a) to I (d).

(d): The following measures have been taken by the Government to increase the employment opportunities, particularly for the women including rural areas of Rajasthan:-

• Total budgetary allocation under the scheme during 2018-19 has been increased leading to setting up of more number of units and thereby generating more employment.

• Women are kept in special categories and are eligible for higher rate of subsidy upto 35% in rural areas.

• Awareness camps, workshops, Bankers meetings and exhibitions at all levels are being organized in order to propagate the PMEGP scheme for the development of micro industries.

• An Entrepreneurship Development Programme (EDP) online training portal and the mobile app have also been designed, developed and made live from 22.10.2019. The online EDP portal can be accessed through PMEGP e-portal (www.kviconline.gov.in/pmegp), KVIC website (www.kvic.org.in ) and url: www.kvic.udyami.org.in. The new online EDP training module will help in providing necessary guidance for filling of application under the scheme, preparation of Detailed Project Report (DPR), knowledge related to various entrepreneurial activities thereby encouraging more women to apply under the scheme.

• Training centres offer handholding services to the trainees to address teething problems, sanction of loan and to ensure that the units are properly grounded.

The State-wise number of women who have benefited under the PMEGP programme so far, including Rajasthan is given as at Annexure - II.


(e): The total number of applications received, pending and rejected during the last five years under Prime Minister’s employment Generation Programme, State-wise is given at Annexure - III (a) to III (c).

(f): Regular monitoring of the scheme is done at national, state and district level to improve its performance. Various new initiatives such as PMEGP e-portal for real time tracking of applications and funds, second dose of financial assistance up to Rs. 1 crore, online EDP training for beneficiaries have been introduced to improve the outcome of the scheme. An evaluation study of the scheme has been done by MDI Gurgaon which has found out that the scheme has been able to provide sustainable employment opportunities for 4-5 lakh persons per year. Besides, in the last two years target for disbursal of margin money assistance in the country, including Rajasthan has been achieved.
