Question : Development of Border Areas

(a) whether a large number of villages have been abandoned due to migration of villagesrs from border areas of Uttarakhand;

(b) if so, the details thereof and the reasons therefor;

(c) whether the abandoning of the villages from strategically vulnerable areas is a threat to the national security;

(d) if so, the details thereof and the remedial measures taken by the Government in this regard;

(e) whether any scheme is under consideration of the Government for the development of border areas of Uttarakhand;

(f) if so, the details thereof; and

(g) the amount of funds allocated under BADP (Border Area Development Programme) in the last three years and the current year to Uttarakhand?

(a) to (c): As per the information received from the State Government of Uttarakhand seasonal climatic migration occur every year in some of the villages situated in the snow bound border area of Uttarakhand in the month of October-November and

people return back to their villages in the month of April.

(d) to (f): Government of India has been implementing the Border Area Development Programme (BADP) through the State Governments. BADP is a part of comprehensive approach to the Border Management to meet the special developmental needs of the people living in the remote and inaccessible border areas and to saturate the border areas with essential infrastructure through convergence with other Central/State/Local schemes and participatory approach. The programme is supplemental in nature to fill the gaps as 100% centrally sponsored scheme and being implemented in 9 border blocks of 5 border districts of Uttrakhand. The developmental activities taken up by State Government under BADP are in various sectors namely (i) Road connectivity, (ii) Water Supply, (iii) Education, (iv) Sports activities, (V) Social Infrastructure, (Vi) Health (Vii) Power, (Viii) Agriculture & allied sectors, (ix) Skill development, etc.

(g): The amount of funds allocated under the BADP in the last three years and the current year to the State of Uttarakhand is as under.
