Question : Funds under NYKS

(a) the details of activities undertaken under the Nehru Yuva Kendras Sangthan (NYKS) across the country including Jammu and Kashmir (J&K) and the funds allocated/released/expenditure incurred under the scheme during each of the last three years and the current year, State/UTwise;

(b) whether the Government proposes to provide employment opportunities to the unemployed youths of the country including border areas through NYKS;

(c) if so, the details thereof, State/UTwise;

(d) the details of NYKS in the country including Maharashtra along with the area included under the scheme, location-wise; and

(e) the details of State and District level committee set up to monitor the functioning of NYK, location-wise?

(a) NYKS undertakes activities which include literacy and education, health and family welfare, sanitation and cleanliness, environment

conservation, awareness on social issues, women empowerment, rural development, skill development and self-employment, entrepreneurship development, civic education, disaster relief and rehabilitation, etc. The youth associated with Nehru Yuva Kendras are not only socially aware and motivated but are also inclined towards social development work through voluntary efforts. The programmes and activities of Nehru Yuva Kendra Sangathan are uniformly conducted in all the 623 Kendras of NYKS across the country including State of Jammu & Kashmir(J&K).

The programmes/activities carried out by NYKS can be broadly classified in the following catergories, namely,

i. Core Programmes implemented by NYKS, with its own budgetary resources (Block Grants released by the Department of Youth Affairs).
ii. Programmes organized with funding from NPYAD(National Programme for Youth and Adolescent Development).
iii. Programme organized in collaboration with /funding from other Ministries/ Organisations.

(I) Core Programmes:
NYKS every year undertakes following set of programmes for youth club development, awareness and education, capacity enhancement, promotion of spirit of sportsmanship, promoting folk art and culture, skill up-gradation and programmes for promotion of national unity:

1. Youth Club Development Programme
2. Training on Youth Leadership and Community Development
3. Theme Based Awareness and Education Programme
4. Promotion of Sports :
i.Sports material to Youth Clubs¬¬¬
ii.Cluster level Inter Youth Club S¬¬ports Meet
iii.District level Inter Youth Club Sports Meet

5. Skill Up-gradation Training Programme for Young Women and Men
6. Promotion of Folk, Art and Culture
7. Observance of Days of National and International Importance
8. District Youth Convention and Yuva Kriti

9. Awards to Outstanding Youth Club at District, State and National levels.
(II)Schemes of the Department of Youth Affairs in the Ministry of Youth Affairs & Sports:
Following Schemes of the Ministry of Youth Affairs and Sports are implemented by NYKS for promoting national integration, personality & life skills development, volunteerism, leadership development & enhance capacities to deliberate on local contemporary issues confronting them and evolve probable actions for this solutions.

a) National Youth Corps Scheme
b) National Programme for Youth and Adolescent Development
i. National Integration Camps
ii. Youth Leadership and Personality Development Programme
iii. Adventure Programmes
iv. Life Skill Training for Adolescents
c) National Young Leaders Programme
i. Neighbourhood Youth Parliament
ii. Youth for Development Programme

(III) Projects with the support of various Ministries and Agencies:
In order to provide more programmes and activities for the development and empowerment of youth, NYKS has been taking up projects in convergence with various Ministries, United Nations organizations and agencies. This in a way is assisting other Ministries and Departments to utilize the vast outreach of NYKS and offer an opportunity to the youth to participate and undertake development activities. Following are the projects which NYKS is implementing :

i. Tribal Youth Exchange Programme with the support of MHA
ii. Awareness and Education for prevention of Drug Abuse & Alcoholism with the support of Ministry of Social Justice and Empowerment
iii. Punarjagaran Programme with the support of Ministry of Youth Affairs & Sports
iv. Adolescent Health and Development Programme with the support of UNFPA

The funds allocated/released /expenditure incurred during the last three years and the current year are given at Annexure - I

(b) &(c) Government through NYKS provides skill training including skill upgradation to the rural youth. However, NYKS does not have mandate to provide employment to the youth.

(d) At present 623 Kendras of NYKS are functioning across the country including 34 Kendras in the state of Maharasthra as per the details given at Annexure-II.

(e) The functioning of NYK at the district level is monitored by district Kendras and at the State level by Zonal offices set up in the 29 States of the country.
