Question : Land Acquisition by NTPC

(a) the total area of land acquired by National Thermal Power Corporation (NTPC) all over the country including NTPC, Patratu in Jharkhand along with the number of families displaced therefrom due to the said land acquisition during the last three years and the current year;

(b) the nature of policy being adopted by NTPC for land acquisition and rehabilitation of displaced families;

(c) the nature of assistance provided by NTPC for rehabilitation of displaced families;

(d) whether all the displaced families of Patratu have been rehabilitated by NTPC;

(e) if so, the details thereof; and

(f) if not, the number of families awaiting in the rehabilitation list?

(a) : A total of 273.27 acre land has been acquired by the respective State Governments for various NTPC projects, during last 3 years and current year (upto 12.07.2022). The number of displaced families out of this land acquisition is nil.

(b) : For NTPC Projects, private land for the projects is acquired by the respective State Government / State Authorities, on request of NTPC, as per the extant Land Acquisition (LA) Act of the Government of India (GOI)/ Act(s) of respective States.

The land rate/ compensation & Rehabilitation and Resettlement (R&R) package is decided by the concerned State Government/ State Authority as per provisions of the extant LA Act of Government of India i.e. The Right to Fair Compensation and Transparency (RFCT) and Land Acquisition, Rehabilitation and Resettlement (LARR) Act, 2013/ Acts/ Policies of respective State Government.

(c) : As regards NTPC, the Rehabilitation of displaced families is provided for by the respective State Government as per the extant LA Act i.e. The RFCT and LARR Act, 2013 or the extant Act/ R&R Policy of the State, as decided by the Appropriate Authority of the State Government.

(d) to (f) : Patratu Vidyut Utpadan Nigam Limited (PVUNL), a subsidiary of NTPC Ltd. in joint venture with Jharkhand Bijli Vitaran Nigam Limited (JBVNL), Government of Jharkhand (GoJh) has not carried out any land acquisition for the project. All the requisite land has been transferred by Government of Jharkhand to PVUNL.
