(a) to (c): This Ministry is implementing a Central Sector Scheme of ‘Integrated Programme for Senior Citizens (IPSrC)’ {previously known as Integrated Programme for Older Persons (IPOP)} under which grants in aid are given for running and maintenance of Senior Citizens Homes (Old Age Homes)/ Continuous Care Homes, Mobile Medicare Units etc to the Implementing Agencies (IAs) such as State Governments / Union Territory Administrations (through Registered Societies)/ Panchayati Raj Institutions (PRIs) / Local bodies; Non-Governmental (NGOs)/Voluntary Organizations.
The Ministry also implements a Central Sector Scheme of ‘Assistance for prevention of Alcoholism and Substance (Drugs) Abuse (APASA)’ under which financial assistance is provided to Non-Governmental Organisation (NGOs), Panchayati Raj Institutions, Urban Local Bodies etc. for, inter alia, running and maintenance of Integrated Rehabilitation Centres for Addicts (IRCAs).
Release of funds under the Schemes of IPSrC and APASA is a continuous process and both these Schemes are demand driven Schemes under which Implementing Agencies (IAs) like NGOs/ Voluntary Organisations, etc. apply online on e-Anudaan portal (http://ngograntsje.gov.in/) for grant in aid. Out of the total proposals applied by the IAs, those proposals which are forwarded to this Ministry by the respective State/ UT Governments, alongwith satisfactory Inspection Reports, are processed for release of grant in aid. Under the Schemes of IPSrC and APASA, grant in aid is not released to States/ UTs. Details of funds released under IPSrC and APASA during the last 3 years are at Annexure-I.
