Question : COLOUR NORM FOR ROAD DIVIDERS



(a) whether there has been any internationally accepted norm for the colour scheme for concrete kerbs and road dividers;

(b) if so, the details thereof;

(c) whether the Government has received any representation regarding the new colour scheme for concrete kerbs and road dividers in the NCT of Delhi; and

(d) if so, the details thereof and the response of the Government thereto?

(a) & (b): Yes, Madam. The Code of Practice of Indian Road Congress(IRC) is available. As per the Code of Practice for Road Markings (IRC:35-1997) issued by the Indian Roads Congress, which is followed by the Ministry of Road Transport & Highways, the kerbs of all islands located in the line of traffic flow shall be painted with either alternating black and white stripes 500mm wide or a chequered black and white design of the same width.

(c) to (d): Yes, Madam. The following representations have been received from the following representatives by the New Delhi Municipal Council(NDMC):
1. Shri Anil Shukla, Joint CP(Traffic) dated 14.10.2014.
2. Ms. Meenakshi Lekhi, Hon’ble MP(Lok Sabha) dated 28.10.2014.
3. Shri Digvijay Singh, MP, Rajya Sabha through Hon’ble Lt. Governor dated 12.11.2014.
4. National Panthers Party, Delhi Pradesh through Govt. of NCT of Delhi dated 17.11.2014.
5. News clipping of the Hindu newspaper received through PS to Minister of Urban Development dated 19.11.2014.
6. Dr. Mukesh Chander, IPS dated 19.11.2014.
In about 20 kms. of NDMC area, for several decades, the kerbstones are simply red/pink sandstone colour.
The South, North and East Delhi Municipal Corporations are using Black, White and Yellow colour scheme for roads, kerbs and dividers.
