Question : Contract Workers in Government and Private Institutions

(a)whether the number of contract workers in Government and private institutions in increasing;
(b)whether a number of cases of workers not getting their monthly wages on time have also come to light and if so, the steps being taken by the Government to ensure that the workers get their wages on time;
(c)whether the number of workers getting injured in accidents while working in private companies has also increased and whether these labourers do not get proper compensation as they are working on contract;
(d)whether the Government has taken cognisance of accidents and casualties in various plants including industrial plants adjoining the border of Hamirpur of Uttar Pradesh of the country due to lack of regular maintenance of plants during Corona pandemic; if so, the details thereof; and
(e)whether the Government has taken cognisance of accidents taking place frequently and the cases of labourers not getting compensation; if so, the details thereof?

(c) to (e): The Central Government has enacted the Factories Act, 1948, for ensuring the occupational safety, health and welfare of the workers employed in the factories registered under the Factories Act, 1948. The provisions of the Factories Act, 1948 and the state factory rules framed there under are enforced by the respective State/UT''s Government. Accidents occurred in the factories are enquired into and action is taken against the employer and prosecution cases filed before the Court. Compensation is paid to the workers under the Employees Compensation Act, 1923 who are injured/dead in the accidents. The details of accidents in the factories in the State of Uttar Pradesh during the last 5 years is as under:-
