Question : SAFETY MANAGEMENT RULES FOR NATIONAL HIGHWAYS



(a) whether the Government has framed any new road safety management rules for all National highway projects;

(b) if so, the details thereof;

(c) whether the Government proposes to execute such rules through independent consultants/NGOs;

(d) if so, the details and objections thereof; and

(e) the extent to which new rules are likely to improve safety on National Highways?

(a) to (e) Road safety provisions already exist in all National Highway Projects and hence, no new Road Safety rules are contemplated at this stage. Further, for Public Private Partnership (PPP) projects, the Model Concession Agreement prescribes appointment of the Safety Consultants during development, construction and Operation & Maintenance stages of PPP Projects to undertake safety audits. The appointment of Safety Consultants for PPP Projects is in progress.
